The public sector faces competition—even if it refused to admit it for a long time.
The Canton of St. Gallen comprises numerous departments and agencies with varying requirements. To attract qualified employees, it needs a consistent employer brand while also allowing sufficient flexibility for individual departments.
-
Fragmented Career Pages Each department had its own website—for applicants, a patchwork of sites without a unified brand.
-
Job application processes from a bygone era PDF forms, email submissions, feedback that takes weeks. By the time you get a response, the best candidates are already gone.
-
Employer Branding Without Data Which channels work? Where do the best hires come from? — Without structured data, it was all guesswork.
-
HR Digitalization Amid Cost-Cutting Requirements The canton must modernize in a budget-conscious manner—without ending up with even more fragmented, siloed solutions.
-
Unified Career Platform All departments under one roof—with a consistent employer brand and a unique tone of voice.
-
Application process in 5 minutes Mobile-first, no login required, with automatic confirmation of receipt.
-
Recruiting Analytics Channel Performance, Time-to-Hire, Conversion Rates — Budget decisions are based on numbers, not gut feelings.
-
Integration into existing cantonal IT systems SSO, archiving requirements, cantonal guidelines—everything is taken into account; nothing is added as an afterthought.
Digitalization with a human touch—not just for its own sake.
In collaboration with the Canton of St. Gallen, a modern HR and recruiting system was implemented that takes into account the requirements of public administration. The goal was to find a solution that enables efficient processes, enhances the organization’s appeal as an employer, and at the same time aligns with the structures and needs of the administration.
The Canton of St. Gallen uses Abacus Umantis to future-proof its employer branding and recruiting processes in the public sector—with the goal of attracting and retaining talent over the long term.
